Formation

Noun + をもって

Used to indicate means, methods, or time; 'with', 'by means of', 'at'.

When to use

Formal, literary "by means of/as of" - official announcements, deadlines.

Explanation

The をもって grammar is used to express a means or method to achieve something, or to indicate a point in time. It can be translated as 'with' or 'by means of' when indicating means, and 'at' when indicating a point in time.
